The exact location of the border between England and Scotland had long been ambiguous. For several centuries neither country wanted responsibility over the “Debatable Lands,” which allowed outlaws to operate there freely. By 1551, crime had become so bad in the area that, in an attempt to get people to move out, both countries proclaimed that robbery and murder were legal there.
