Possession of feathers from native North American birds without a permit is prohibited in the U.S. by the Migratory Bird Treaty Act (MBTA). This technically applies to most molted feathers found on the ground because poachers could otherwise use “I found it on the ground” as a defense when caught with ill-gotten feathers.
