In 2025, Gavin Newsom proposed that California redraw its congressional maps to favor Democrats in light of actions taken by Texas to draw maps likely to give Republicans five more seats in the House of Representatives. Newsom faced opposition to his plan, called Proposition 50 (also known as the Election Rigging Response Act). But his bold, politically fraught, gamble paid off when Californians passed Prop 50 with almost 64 percent of the vote. The plan will likely give California five more Democratic House seats in the 2026 midterm elections.
